The Compliance Timeframe has Ended and all NZ Rental Properties Must Now Meet the Standards

As of 1 July 2025, every private rental property in New Zealand must meet the Healthy Homes Standards. Originally introduced in 2019, these regulations aim to raise the quality of rental housing and reduce health risks from cold, damp, and poorly maintained homes.

If you’re a landlord, here’s what full compliance now legally requires—and what’s at stake if you fall short.

What Are the Healthy Homes Standards?

There are five core standards that all rental homes must meet:

1. Heating

A fixed heating device must be installed in the main living area that can heat the room to the minimum heating capacity required by the new law. This usually means a heat pump, wood burner or flued gas heater —portable devices don’t qualify.

2. Insulation

Ceiling and underfloor insulation must meet the 2008 Building Code or if it is a newly built home then the insulation will likely meet the updated 2021 Building Code insulation requirements. The Healthy Home Standards splits New Zealand into 3 climate zones and there are requirements for each zone. Top-up insulation is required if existing materials no longer meet these minimums.

3. Ventilation

Each living room, dining space, kitchen, and bedroom must have at least one openable window, and mechanical extractors (fans or rangehoods) are required in kitchens and bathrooms.

4. Moisture Ingress and Drainage

Landlords must ensure effective drainage and guttering, where all ground, surface and storm water flowing from the home or the roof can efficiently drain away from the property. As well as moisture barriers installed in homes with enclosed subfloor spaces, where practical

5. Draught-Stopping

Landlords must block or repair any gaps or holes that let in noticeable draughts—this includes around windows, doors, floorboards, skylights and chimneys. This includes blocking off unused open fire places.

 While these rules have been phased in over several years, 1 July 2025 marks the final deadline. From this date:

  • All private rentals must be fully compliant—regardless of tenancy renewal dates.
  • New or renewed tenancy agreements must include a signed statement of compliance.
  • Failing to meet the standards can result in fines up to $7,200
